Level I–IV under the Noise Abatement Ordinance: which noise exposure is permissible in a zone?
The noise sensitivity level (ES) assigns every land-use zone to one of four levels (Art. 43 Noise Abatement Ordinance): ES I for zones with an increased need for protection (e.g. recreation), ES II for residential zones, ES III for mixed zones and ES IV for industrial zones. It defines which exposure limits for road, rail or industrial noise must be met.
For building projects the level is decisive: in an ES II zone next to a busy road, housing may only be approved with sound-insulation measures.
